At the discussion during the conference “Energy efficiency: challenges, prospects and possibilities to cooperate with the EU”, organised by the Institute of Regional Development on June 26, 2019 in Kiev, Ukraine, Vitalii Martyniuk, Executive Director of CGSS21, talked about the ENABLE.EU project, presented its outcomes on factors influencing consumers’ decisions to use energy efficient technologies, and activated a discussion on possible ways to motivate local authorities in Ukraine to take up energy efficiency measures. Oleksii Riabchyn, Chairman of the Subcommittee on Energy Saving and Energy Efficiency of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety of the Ukrainian Parliament, stressed that the main motivation is to receive social effects from energy efficiency and energy saving measures. If local authorities know that these measures lead to positive results for local people and are publicly known, they will do their best to implement such measures. Mr. Riabchyn proposed making energy efficiency and energy saving policy more popular in Ukrainian society to motivate both the government and local authorities to implement this policy in practice.
